The WCER is registered as a non-profit association in Vilnius, Lithuania (registration number VS99-21). On this page, we present the WCER's present by-laws, as well as proposals to be submitted to the next WCER congress in August 1999.

Present WCER by-laws (excerpts)

The WCER (World Congress of Ethnic Religions) is registered in Lithuania with status as a "Public Institution". A Public Institution, under Lithuanian law, is a new form of non-government and non-profit organisation, approved by law Nr.I -1428 of the Lithuanian Republic, dated 3rd July 1996. Here is a more detailed definition :

2.1. A Public Institution is a non-profit organization, established according to this law, from the funds of the participants or the owner, functioning in the social, cultural, religious or other fields and publicly providing services of such nature to members of society

2.2. A Non-profit organization is an object, with the rights of a juridicial person, established according to this law, whose purpose is not the aquisition of profits. It cannot distrubute its profits to the founders, members, owners or participants.

4.1. A "Public Institution" can:

• 4.1.1. own accounts in banks
• 4.1.2. buy or in any other manner acquire property
• 4.1.5. provide and collect charity/contributions
• 4.1.6. establish branches/subsidiaries
• 4.1.10. establish international ties/contacts
• 4.1.11. join other non-profit organization associations, among them international associations, and participate in their activities.

7.5. The following entities have initiative right to change or append regulations :

• "Public Institution" administration,
• a joint "Public Institution" governing body,
• the general "Public Institution" assembly.

Changed and appended regulations must be approved by the general assembly of the "Public Institution".

11.2. The general assembly of the "Public Institution" is the highest governing body of the institution.

WCER REGULATIONS

These are exerpts from the WCER-specific bylaws:

2.1. WCER goals:

• 2.1.1 Promoting the tolerance and mutual trust of European and world nations, informing about ethnic cultures and religions
• 2.1.2 Through education, propagation and organization of appropriate projects, support the preservation of ethnic cultures and religions from extiction, propagation of such ideas.
• 2.1.3. Unite, group and gather together people and organizations, participating in the activities of ethnic culture and religion, in Lithuania, and outside its borders.
• 2.1.4. Fight against religious discrimination,
• 2.1.5. Undertake other kind of activities connected with ethnic culture and ethnic religions.
• 2.2 The objects of activities of the WCER are ethnic cultures and ethnic religions, especially those, which are in dange of losing their identity.

2.2,1. The term "Ethnical cultures" means totality of original and native cultural traditions of different nations.These cultures are in danger of disapearance. The same can happen with ethnical religions of different nations. We understand the name "ethnic religion" as surviving religions such as Hinduism or animism of different nations as far as restored ethnical religions, such as "Asatru" of Iceland, "Dievturi " of Latvians and "Romuva" of Lithuanians.The rights of such ethnic and religions groups constitute a part of human rights as it follows from the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities, as adopted by the General Assembly of the United Nations in 1992.

Είναι ένα Μη Κερδοσκοπικό Δημόσιο Ίδρυμα σύμφωνα με τον Νόμο Nr-1428/3-7-1996 της Λιθουανίας με έδρα την Βίλνα.

Το Δημόσιο Ίδρυμα στην Λιθουανία είναι η ανώτατη μορφή κυβερνητικού σώματος (...δηλαδή Ύπατο Κυβερνητικό Σώμα!)

To Mη Κερδοσκοπικό μπορεί όπως βλέπετε να κάνει σχεδόν όλες τις οικονομικές συναλλαγές! (...τι μου θυμίζει, τι μου θυμίζει...;)

Το αντικείμενο των δραστηριοτήτων του είναι "εθνικοί πολιτισμοί" και "εθνικές πίστεις", ειδικά αυτών που διώκονται! (...γι' αυτό και η τόσο έντονη αντιπαράθεση φίλτατοι; ...για να εξακολουθείτε να ...υπ-άγεστε στο WCER;)

Ως τι νοείται όμως η "εθνική πίστη" ; Ας δούμε τι λέει το Παγκόσμιο:

Aντιλαμβανόμαστε τον όρο «Εθνική πίστη» όπως τον Ινδουισμό ή τον ανιμισμό διαφορετικών εθνών κι επίσης τις restored (αναβιωμένες) Εθνικές πίστεις, όπως η Asatru της Ισλανδίας, η Dievturi της Λεττονίας και η Romuva της Λιθουανίας..."

Σκεφθείτε τώρα την "μέθοδο της διεθνοποιήσεως" που ακολουθείται τα τελευταία χρόνια (μόνον για όσους καταλαβαίνουν από Διπλωματία αυτό!)

1) Δημιουργούμε εκ του μη όντος μία τεχνητή αντιπαράθεση σε μία χώρα

2) Τα πνεύματα οξύνονται κι έτσι γεννιέται ο "πόλεμος"

3) Ο ...φιλεύσπλαχνος Ο.Η.Ε. έρχεται να σβήσει τα πολεμικά πάθη, διακηρύσσοντας τα δικαιώματα των "καταπιεζομένων"!

4) Ο στόχος έχει επιτευχθεί! Έξοχα, πάμε σε άλλη χώρα τώρα κ.λ.π.,

Μήπως αρχίζουν και αντιλαμβάνονται κάποιοι τίποτα;

The following text has been drafted by the WCER's Provisional Steering Committee (PSC) and will be submitted to the next WCER congress. Until then, parts of the draft concerning membership will be applied, and the PSC will establish procedures to implement them

PREAMBLE

• Both WCER declarations.

PURPOSE OF THE WCER :

• Create an information forum for Ethnic Religious groups
• Help fight religious discrimination in legislation and by public authorities
• Help relieve material and other difficulties that native groups may have, through our own resources or through fund-raising.

MEMBERSHIP :

There shall be 2 types of members :

1. Individual members

There are no pre-set restriction on who can be a member. Individual members have no voting right and are entitled to the following :

• A regular newsletter (paper or file for those with an e-mail account)
• Invitations to Congresses and events organised by the WCER.
• At the Congress, they have the right to speak, but not to vote.
• Individual members can, however, be elected to the Steering Committee

Individual members must:

• Return a written application. Applications shall be provided in several languages.
• Approve both WCER declarations
• Pay an annual fee of US$ 25

The Steering Committee can reject any application if it is judged inappropriate.

2. Group members:

Group members are entitled to:

• A regular newsletter, with the right to redistribute to members, either in their own newsletter or in other form.
• An invitation to the Annual WCER congress
• The right for their representatives to vote and be a candidate to the committee (each member groups designates a representative according its own rules and customs). Member groups that cannot, for practical reasons, send a representative to the Congress, can designate a representative of another group to carry their votes, after notifying the committee in writing.

Membership procedure for member groups :

• Candidates must send a written group application.
• Approve both WCER declarations

THE STEERING COMMITTEE :

The Steering Committee will consist of 7 elected members, and will have the possibility to co-opt up to 2 padditional members for practical functions, such as accounting, legal, administrative, etc.

The Steering Committee will elect the chairman and other offices such as vice-chairman, secretary, etc.

The Treasurer, as the only one, shall be elected specifically as Treasurer. Candidates for this office will be expected to have a basic knowledge of accounting.

The following is not part of the draft constitution, and is provided here for information purposes only.

THE NEWSLETTER

• Format: The Newsletter will be available both in paper format and as a PDF file for members who have an e-mail account.
• Copyright: The Newsletter will be freely quotable, on conditions that the source be indicated.
• Editor: Denis Dornoy has volunteered to be editor of the Newsletter.
• Authors: The Newsletter will include articles by the Steering committee on matters of policy and by members.who are welcome to submit articles.
• Languages: The primary language will be English, with a Russian edition (and other languages) when possible (translators welcome !)
• Frequency: Quarterly. First issue to be published before the Congress.
• Title: Not decided yet. Suggestions welcome

Our purpose
The purpose of the WCER is to serve as an international body that will assist Ethnic Religious groups in various countries and will oppose discrimination against such groups.

By Ethnic Religion, we mean religion, spirituality, and cosmology that is firmly grounded in a particular people's traditions. In our view, this does not include modern occult or ariosophic theories/ideologies, nor syncretic neo-religions.

Short History
The World Congress of Ethnic Religions was established in June 1998 at the initiative of delegates from 16 different countries (Europe, Asia and America). This happened in Vilnius, Lithuania, the last European country to resist the onslaught of Christianity.

A declaration was also drafted and later ratified. A second declaration was added on 25th October of the same year.

A constitution was drafted at the 2nd WCER congress, and will be posted on this site as soon as the English text is finalised. Right now, you can read the draft constitution here.

DECLARATION

We, the delegates of the World Congress of Ethnic Religions, held in Vilnius, Lithuania, from 20 to 24 June 1998, have gathered to express our solidarity for the ethnic, indigenous, native and/or traditional religions of Europe and the other regions of the world.

All cultures as well as native religions and faiths should be equally valued and respected Each region and each people have their distinctive local traditions (native faith, world outlook, mythology, folklore etc.) which articulate their love of their land and history, and cultivate a regard for the sacredness of all life and the divinity of Nature. Just as Nature survives through a wite variety of species, so can hurnanity be allowed to develop freely and without interference along a wide variety of cultural expressions.

According to our ancient traditional ethics, the Earth and all creation must be valued and protected. We as human beings must find our place within the web of all life, not outside or separate from the whole of creation.

We share a common understanding of our position in the world, based upon our common historical experience of oppression and intolerance. Ethnic and/or "Pagan" religions have suffered great injury and destruction in the past from religions claimmg they possess the only truth. It is our sincere wish to live in peace and harmony, and to strive for cooperation with the followers of all other religions, faiths and beliefs.

We believe that the dawn of a new era of individual and intellectual freedom and global exchange of views and information gives us an apportunity to start again to return to our own native spiritual roots in order to re-claim our religious heritage. We are worshippers of Nature just as most of mankind has been for the greater part of human history.

True indigenous religions should give us love and respect for all that we see and feel around, to acccpt all forms of worship which emphasize sincere hearts, pure thoughts and noble conduct at every moment of our life, towards all that exists.

Let us be proud of our reborn ethnic religions. Our new Universalism induces people not to remain closed within walls of hatred and jealousy against those who are not inside our walls. Let us break these walls and expand the horizan and vision ofthe whole humanity.

We established the "World Congress of Ethnic Religions" (WCER) to help all ethnic religions groups survive and cooperate with each other. Our motto is "Unity in Diversity."

2nd Declaration

The WCER is primarily concerned with the protection and development of ethnic Cultures and Identities. We understand the term "Ethnic" as referring to religions and cultures that are related to a particular people's cosmology as it is expressed in cultural and social terms as well as ancestral. We recognize that many factors makes up people's identity.

 
Historically those of other ethnic backgrounds have been adopted into new ones if they took on the beliefs and mores that are a larger part of the identity of that people. Although we are convinced that every human being has the best possibilities within his/her own culture to re-establish the harmony with the divine aspect, it does not, however, exclude anyone from participation in their activities.

 
The WCER is therefore categorically opposed to discrimination, suppresion or persecution based on race, color, social class, religion or national origin.

ΔΙΑΚΗΡΥΞΗ

Εμείς, οι σύνεδροι του Παγκοσμίου Συνεδρίου των Εθνικών Θρησκειών, το οποίο διοργανώθηκε στη Βίλνα της Λιθουανίας από 20 έως 24 Ιουνίου 1998, συγκεντρωθήκαμε για να εκφράσουμε την αλληλεγγύη μας προς όλες τις εθνικές, αυτόχθονες, ιθαγενείς και / ή παραδοσιακές θρησκείες της Ευρώπης και των λοιπών ηπείρων του πλανήτη.

Όλες οι πολιτισμικές μορφές και όλες οι αυτόχθονες θρησκείες και πίστεις πρέπει να χαίρουν ίσο βαθμό εκτιμήσεως και σεβασμού. Κάθε περιοχή και κάθε έθνος έχουν τις ιδιαίτερες τοπικές τους παραδόσεις (αυτόχθων θρησκεία, κοσμοαντίληψη, μυθολογία, έθιμα κ.ά.) οι οποίες εκφράζουν την αγάπη του κάθε έθνους για τον τόπο και την Ιστορία του και καλλιεργούν τον σεβασμό προς την ιερότητα κάθε μορφής ζωής και προς τη θειότητα της Φύσεως. Όπως ακριβώς η Φύση επιβιώνει μέσω μίας ευρείας ποικιλίας των ειδών, έτσι και η ανθρωπότητα πρέπει ν' αφήνεται ν' αναπτύσσει ελεύθερα και δίχως παρεμβάσεις μία ευρεία ποικιλία πολιτισμικών εκφράσεών της.

Συμφώνως προς τις αρχαίες και παραδοσιακές αντιλήψεις μας, η Γη και ολόκληρη η πάνω της δημιουργία πρέπει να τιμάται και να προστατεύεται. Από την πλευρά μας, ως άνθρωποι, οφείλουμε ν' ανακαλύψουμε την συγκεκριμένη θέση μας μέσα στο δίκτυ της ζωής και όχι έξω από αυτό ή ξεχωριστά από την υπόλοιπη δημιουργία.

Όλοι οι σύνεδροι μοιραζόμαστε μία κοινή αντίληψη της πραγματικής θέσεώς μας μέσα στον κόσμο, η οποία αντίληψη βασίζεται σε μία κοινή ιστορική εμπειρία αν και κάποτε αυτή υπήρξε ιστορία καταπιέσεως και μισαλλοδοξίας. Οι εθνικές και / ή "παγανιστικές" θρησκείες έχουν υποστεί στο παρελθόν φρικτά τραύματα και καταστροφές από θρησκείες που διατείνονται ότι τάχα κατέχουν την μοναδική αλήθεια, όταν το δικό μας ευκταίο δεν υπήρξε άλλο από το να ζούμε σε ειρήνη και αρμονία και να επιδιώκουμε τη συνεργασία με τους ακολουθούντες διαφορετικές προς εμάς θρησκείες, βιοθεωρίες και πίστεις. Ειδικά αυτό το βλέπουμε κάθε μέρα Κύριοι!!!

 Θεωρούμε ότι η ανατολή μίας καινούργιας χρονικής περιόδου προσωπικής και διανοητικής ελευθερίας, αλλά και πανανθρώπινης ανταλλαγής απόψεων και πληροφοριών, μάς προσφέρει επιτέλους την δυνατότητα μίας νέας επιστροφής στις ιδιαίτερες δικές μας αυτόχθονες πνευματικές ρίζες για να επαναδιεκδικήσουμε την θρησκευτική μας κληρονομιά. Είμαστε λάτρεις της Φύσεως, όπως ακριβώς ήταν και το σύνολο του ανθρωπίνου είδους, τουλάχιστον στο 96% της διαρκείας της Ιστορίας του.

Οι αληθινές αυτόχθονες θρησκείες μπορούν να μάς προσφέρουν φιλότητα και σεβασμό προς όλα όσα βλέπουμε και αισθανόμαστε γύρω μας, καθώς και ανοχή προς όλες τις μορφές λατρείας που προάγουν την συναισθηματική ειλικρίνεια, την καθαρότητα των σκέψεων και την ευγενή σχέση της κάθε στιγμής της ζωής μας προς πάν ό, τι υπάρχει και ζεί.

Ας είμαστε λοιπόν υπερήφανοι για τις αναγεννηθείσες Εθνικές μας Θρησκείες και για την ιδιαίτερη οικουμενικότητά μας που παροτρύνει τους ανθρώπους να μην παραμένουν άλλο κλεισμένοι μέσα σε τείχη μίσους και φθόνου εναντίον εκείνων που βρίσκονται εκτός των συγκεκριμένων τειχών. Ας σπάσουμε όλα αυτά τα τείχη διευρύνοντας τον οπτικό ορίζοντα και την θέαση του ανθρωπίνου είδους.

Ιδρύσαμε σήμερα το "World Congress of Ethnic Religions" (W.C.E.R. Παγκόσμιο Συνέδριο Εθνικών Θρησκειών), με σκοπό την βοήθεια όλων των εθνικών θρησκευτικών ομάδων και κινήσεων να επιβιώσουν και ν' αλληλοϋποστηριχθούν. Σύνθημά μας είναι "Ενότητα μέσω της Πολυμορφίας".

Βρε τι καλή μετάφραση της ΝΕΑΣ ΕΠΟΧΗΣ είναι αυτή ορέ παιδιά! Συγχαρητήρια!

"...να ζούμε σε ειρήνη...και να επιδιώκουμε την συνεργασία με τους ακολουθούντες διαφορετικές προς εμάς θρησκείες, βιοθεωρίες και πίστεις" !!!

Μήπως μπορείτε να μας δώσετε κάποιο παράδειγμα; Γιατί όπου βλέπω άρθρα των "του εδώ παραρτήματος", μόνο μίσος και χολή βρίσκω!

ΕΡΩΤΗΣΗ:

Γιατί απουσιάζουν στην ελληνική μετάφραση οι υπογράψαντες την διακήρυξη; Μήπως για να μην βαρύνει το site;

ΕΠΙΛΟΓΟΣ

Εμείς οι ιθαγενείς έλληνες λοιπόν δεν είναι απαραίτητο να πληροφορηθούμε ποιοι υπογράφουν από την Ελλάδα. Δεν πειράζει, ιθαγενείς είμαστε, δείχνουμε κατανόηση, δεν είναι ανάγκη να τα μαθαίνουμε και όλα πια!

Πρώτα θεσπίστηκε ένας ιδιότυπος νόμος (3-7-96) στην Λιθουανία και μετά 2 χρόνια (6ος-98) ιδρύθηκε το WCER. Εντάξει, ας μην συνωμοσιολογούμε

Μη Κερδοσκοπική, Μη Κυβερνητική Οργάνωση λοιπόν! Γιατί μου θυμίζει ρε παιδιά το Internatiolal Helsinki Foundation, γιατί;

Προσέξτε:
Αναφέρουν κάποιες εθνικές πίστεις, όπως η Asatru της Ισλανδίας, η Dievturi της Λεττονίας και η Romuva της Λιθουανίας, αλλά στο ΣΥΜΒΟΛΟ (τα σύμβολα λένε πάντα την αλήθεια!) υπάρχει ονομασία στα ΑΓΓΛΙΚΑ και στα ΕΛΛΗΝΙΚΑ! Ξαναδείτε το

Λέτε ρε παιδιά να το έκαναν για να μας τιμήσουν;

Oι άρρητοι στόχοι λοιπόν περιλαμβάνουν και:

1) την δημιουργία εκ του μηδενός οργανωμένης θρησκείας στην Ελλάδα
2) την έντονη προκλητικότητα των οπαδών της, ώστε να υπάρξει αντίδραση από τους λοιπούς έλληνες εναντίον τους
3) την παντί τω τρόπω προβολή και διεθνοποίηση της "καταπίεσης" αυτής
4) την άμεση επέμβαση του Ο.Η.Ε. με την συνακόλουθη αναγνώριση της νέας "θρησκείας"
5) τον θεσμοποιημένο πλέον διχασμό των ελλήνων που αγαπούν την πατρίδα τους.

Εμείς οι σκεπτόμενοι και ομονοούντες έλληνες τι πρέπει να κάνουμε;

1) Να αγνοήσουμε την πολεμική τους

2) Να διαδόσουμε την προέλευσή τους

3) Nα αντικρούσουμε τα σαθρά επιχειρήματά τους

(Ανώνυμος Απολογητής): Διαβάζοντας τις παρατηρήσεις του Ανθύπατου και έπειτα από μια γρήγορη ματιά στην ιστοσελίδα www.wcer.org τις 16/04/2002 παρατηρεί κανείς εξής:

Ένας γεωφυσικός χάρτης (αριστερά) στον οποίο μπορούμε να διαλέξουμε την πλανητική περιοχή που μας ενδιαφέρει και να πληροφορηθούμε τα των «Εθνικών» θρησκειών ανά την υφήλιο που συμμετέχουν στο «Παγκόσμιο» Συνέδριο Εθνικών Θρησκειών.

Θα ρωτήσει κανείς: -Μα πού είναι το παράξενο;

 Παράξενο είναι ότι οι  Εθνικές θρησκείες του Συνεδρίου βρίσκονται μόνο στην Ευρώπη (εικόνα δεξιά). Όπου αλλού και να δούμε στην Υφήλιο δεν υπάρχει τίποτα, παρ’ ότι εδώ ισχυρίζεται το συμβούλιο την συμμετοχή 16 (;) αντιπροσώπων από Ασία και Αμερική
